These are already outdated models of governance that render many of these models inadequate in accommodating the risk landscape as well as the applied complexity of autonomous artificial intelligent systems. This paper suggests a new conceptual model of governance that combines ethical standards, risk stratified regulatory feedback and allowing innovation via regulatory sandboxes. Based on a qualitative synthesis of worldwide AI policies, scholarly sources, and background information, the framework provides a hierarchical, modular paradigm that can be applied in different domains and jurisdictions. It focuses on transparency, accountability, fairness and incorporates flexibility of changing technology.
