    The Socioeconomic Consequences of Brain Drain and Migration in Sri Lanka: A Comprehensive Literature Analysis

    Over the years brain drain has given risen to a lasting imprint on the economy of Sri Lanka, which has resulted variouse consequenses. Currently educated professionals from various sectors are migrating to developed countries at an increasing rate. This study aims to provide a comprehensive understanding on the factors influence skill migration in Sri Lanka. This study utilizes a comprehensive systematic review of past literature over the period of 22 years (2000- 2022). The findings of this study demonstrate that migration of skilled professionals has been increased up to 2022 and how social, economic, and political factors affected migration. Some identified examples for economic factors that influence skill migration are better working opportunites, higher wages and higher living standards. Some identified social factors are political violence and better facilities like health and educational services. Increasing income tax rate and loss of liberty are some recgonized political factors that affect skill migration. Some of the studies have argued that there are positive concequences of skill migration in Sri Lanka, while some other studies have brought up arguments that negative impacts of skill migration take over the positive impacts.

    DevFlair: A Framework to Automate the Pre-screening Process of Software Engineering Job Candidates

    The HR department of a technology company receives hundreds of job applications for each Software Engineering related vacancy. Evaluating a candidate by looking at the curriculum vitae may appear to be easy during the pre-screening process. However, an automated pre-screening process using Natural Language Processing and Machine Learning methodologies would help the recruiter to obtain a more accurate and deeper understanding of the candidate. In this paper we propose “DevFlair”, a framework to automate pre-screening Software Engineering job candidates. DevFlair uses data from social media, GitHub, and open-ended questionnaires to predict the Big-Five personality traits, analyze technical skill expertise, and analyze the experience in using industry-related online platforms. After analysis, the candidates are ranked according to their personality and technical skill levels. We conduct the personality prediction experiments using a social media posts dataset annotated with gold-standard Big-Five personality labels. We train FastText classification models and compare their accuracy against other state of the art classification models. The comparisons conclude that the FastText classification models substantially outperform the state of the art classification models when predicting Openness, Conscientiousness, and Agreeableness personality traits.

    Assistant Zone – Homeschooling Assistance System based on Natural Language Processing

    As a developing country, most people give their highest priority to education. When focusing on building an e-learning platform to improve the knowledge of students and teacher-student interactivity, the pandemic season can be mentioned as the main blocker which highly impacted the education field. Not only by considering the pandemic situation but also by addressing the concerns when it comes to teacher and student evaluation and psychological levels of students who are undergoing different difficulties, the “Home Schooling Assistance System” (Assistant Zone) has been introduced as a solution. The Assistant Zone has been initiated with three unique features which are valuable for both students and teachers. This system analyzes the strengths, weaknesses and evaluates the student performance, suggests study materials to improve themselves, provides solutions to the problems faced by the students, teachers, and parents and measures the performance of teachers based on their students, and recommends learning materials for the low-performing teachers. The Assistant Zone fulfills the targeted problems and introduces the above-mentioned three unique features with the use of Natural Language Processing (NLP) such as the BERT algorithm and Machine Learning models such as the Recurrent Neural Network, Forward Neural Network, and Gaussian Model.

    Can “Build-operate and transfer” be a gamechanger for the future of Colombo port?

    The purpose of this research is to investigate the importance of private-public partnerships in the development of container terminals. The study will thoroughly examine the necessity of Private Public Partnerships (PPP) and its impact in increasing as well as in finding investments, when developing container terminals. We gather qualitative, statistical information & facts related to the sector from primary & secondary sources to identify & analyse elements like current and past capacities, history of handling volumes, efficiency rates, productivity, revenue etc. on various terminals established within the port of Colombo. Due to major benefit of sharing capital funding responsibility and public risk with the private sector, this analysis shows that resorting to PPP-based projects is a much healthier alternative for SLPA. In addition, the PPP spectrum serves to highlight the SLPA's efforts to develop appropriate models, such as the BOT model, in response to the growing demand for shipping line services. The SAGT & CICT, which were created as contemporary container terminals under BOT conditions, have been successful. The introduction of BOT-based investments has improved the Colombo port's performance levels and enhanced the SLPA's motivation.

    Dia-Shoe: A Smart Diabetic Shoe to Monitor and Prevent Diabetic Foot Ulcers

    Diabetes is a continuous, lifetime disease that affects the body ability to use the energy found in food. Usually, the body splits down the sugars and carbohydrates you eat into a sugar called glucose. Glucose fuels the cells in the body. But the cells require insulin, a hormone, in the bloodstream to get in the glucose and utilize it for energy. Body doesn't make enough insulin, or it can't use the insulin it produces are the two main reasons to occur diabetes. Since the cells can't take in the glucose, it forms up in the blood. High levels of blood glucose can ultimately create nerve injury to the tissues in the extremities. The damage to nerves is a significant reason to occur foot ulcers. If a diabetic sufferer has foot ulcers, he/she need to manage it. Unless with the time they can drop their sensation in the foot which is known as neuropathy situation, which eventually appears in foot ulcers. Because of this, doctors advise using a diabetic shoe to prevent foot ulcers. These shoes decrease the peak plantar force exerted on the foot, but temperature, humidity and abnormal pressure are not managed, and this can be effective on the infection of wounds. As Diabetes is the main reason for the occurrence of these foot ulcers, maintaining blood glucose level is important. Diabetic patients can manage their blood glucose level by controlling daily calorie consumption and activities. For this self-maintenance of diabetes, patients should reduce their blood glucose level periodically and get notified of its divergence. The concept “Día shoe” proposed is an innovative mobile base plug and play device which can be attached to any sort of diabetic shoe to manage the foot ulcers and prevent them from spoiling, while monitoring temperature, humidity, weight and step count of the patient through a mobile application.

    Film-it: Virtual Location Scout and Movie Production Planning Assistant for Film Industry in Sri Lanka

    The global multi-billion-dollar industry of film making is not that healthy in Sri Lanka. Film industry majors say that this happens because not enough local movies are made within the country by local artists. Therefore, there is no problem with the number of creative minds in the country. The reason for the lack of local movies made annually in the country is because it takes a lot of effort, time and money. And if the movie fails, millions get wasted. Movies mostly fail because they are not organized very well from the beginning. Everything starting from the script to the final tickets that are going to be sold needs to be planned during pre-production. If pre-production fails, production fails. If production fails, post-production fails. The success or the failure of a movie starts right at the beginning of the pre-production phase. This phase contains many processes that are very important to carry out the production phase. One of them is location scouting. Since film industry is mostly based on aesthetic pleasure of the people in the society, scenic beauty is a must when choosing locations for a movie. “Film-it” is an application that is capable of giving all kinds of assistance in location scouting and much more in movie planning. That is the reason it is called “The Virtual Location Scout and Movie Production Planning Assistant”. This application has already proved to be beneficial for Sri Lankan movie directors and producers to do months tasks in much less time which is a huge improvement in the industry that saves so much time and money. Major roles in the industry states that this application will take the Sri Lankan movie industry to a whole new level.

    Tool to Extract and Summarize Methodologies of Research Articles for Visually Impaired Researchers

    With the development of technology, not only the university students but also visually impaired students have also started engaging in higher studies and research. They have started using electronic documents comprehensively for their studies. However, some components of electronic documents are also in a difficult state to be referred as per their complexity. This paper has introduced an application to identify such components and to summarize the research methodology section of Information Technology related research papers including the flow charts and graphs. The requirements of visually impaired students in research were identified and the paper has introduced a system to help these students by summarizing methodologies of a given paper within a very short period of time accurately in the document form and in voice. The methods such as machine learning, Information extraction and natural language processing were mainly applied to bring the solution out. Currently available applications were thoroughly observed and this concept was introduced with several features that are lacking in the existing solutions. The results were observed via visually impaired researches with their consent on the support provided by the output.
